Issuing the ATA carnet for everyone

UDITIS has acquired an international reputation in the digital transformation of customs formalities, in particular the ATA Carnet, the customs document that enables the temporary admission of goods. By the end of March 2023, 79 countries will be connected to a digital platform, called the ATA Carnet System, designed and developed by UDITIS and ICC, the International Chamber of Commerce, in Paris.

"But until now, a number of countries didn't have a system for issuing carnets, and so couldn't transmit data to this centralized platform, because they don't issue many ATA carnets, and the development and operating costs of such an issuing system are high," stresses Hervé Sanglard, a member of the UDITIS Executive Board. For these countries, UDITIS has developed ICC ATA Gateway, a "light" version of an online carnet issuing system in partnership with ICC.

"It's a SaaS solution that makes it easy to issue ATA carnets using prepaid credit card credits". Pakistan, Qatar, Sri Lanka and Kazakstan were among the first countries to use ICC ATA Gateway. Since the effective launch of ICC ATA-Gateway in January 2023, some twenty countries are already using the system, with a further ten or so set to join them in the coming months.

The digitization of the ATA carnet was entrusted to UDITIS by ICC, which coordinates the ATA (Admission Temporaire/Temporary Admission) system, in partnership with the World Customs Organization (WCO). UDITIS designed and developed both the system and the mobile application that manage the dematerialized ATA carnets via the cloud.

The ATA Carnet was invented in 1964 to facilitate the passage through customs of goods destined to travel and return to their country of origin without paying taxes and fees. A veritable passport for goods, it replaces the various national customs formalities normally required for such an operation.

There are countless examples of its use! Transporting a machine tool to an international trade show, sending diamonds to be appraised, transporting a work of art for a temporary exhibition, providing tools for a construction site abroad, touring the world with a circus tent, and so on. All these goods can easily cross borders using an ATA Carnet from any of the 79 states that have signed up to the system. Valid for a maximum of twelve months, the Carnet ATA is issued by the various national chambers of commerce.
